About creep gold bounty...

Just had some curiosity. When you kill neutral or opposing side's creeps, is the amount of gold gained based on timestamps (like what some other games do) or is it truly random? Same goes for normal attack damage which has a damage* range too.

lane creeps' bounty increases as time goes, as for 6.88+

Added in 1 minute 16 seconds:
6.87
7:30 upgrade cycle:
Increased health upgrade from 10 to 12.
Increased gold bounty upgrade from 1 to 2.

I mean, isn't the gold for every kill like between 40~53 (not sure) for lane creeps that as you said increases over time, for example. How is it determined what gold from the range of 40~53 you get when you last hit a creep? Is it totally random or kind of based on game clock (like gold is determined by pseudorandomly generating gold from the range using the timestamp of the last hit)?
