LAN starting game issue

My friends and play dota LAN and we have so far been able to do so with minimal problems. However, when we tried to update to 6.89, we found that games cannot be started. Solo, you can start the map but when others try it says they are downloading even when it reaches %100. When we attempted to play the new 6.90 the same issue occurred.

We don't know what else to try and the bugs list didn't say anyone had the same problems that I could find.
Also what is Garena Total? Would this be part of the problem?

*note* The download error occurs even when each player has the map already.

I forgot to meantion that the last map that worked for us was 6.88X3 if that adds any clarity...

So, update is that we may have the wrong version of something so I am going to replace anything that looks like it can be. Then try the other steps, I should know if it works in a few hours.

Okay it finally works! I don't know if there were multiple problems so thanks for the advice. I discovered while checking versions of files that we were still running V1.24. The new map is AMAZING I love the talents and tp slot.
