Unfortunately, I have no confirmation about Winter's Curse. But from what I've heard, it might have happened when Winter Wyvern attempted to cast Winter's Curse on a player that was already in Duel with Legion Commander. I do not have a replay though.

I'd also like to report that when a player buys back his revival, the text contains 2 extra "|n", e.g.:
|nSlayer has revived (buyback)|n

hi. its off-topic.
i just want to ask if your platform gaming server is located near SEA so me and my thousands of my friends can merge there.
because Garena Philippines wont update map, its still 83c.
and it sucks hosting 85i patch and queuing within 1-2hrs waiting for players to join and become full.
in Dota-Void, its quite nice, the map is updated and smooth but the ping makes it so sad, (110ms) which makes us 2-3secs before to execute an attack/skill/movements.

Another minor bug I've found:

Bug #6
When a hero carrying a Gem of Truesight dies, the truesight icon above him does not disappear. When he is revived, the icon is stuck on him even if he is not carrying a gem.

Our players reported a few more bugs in version 6.85j:

Bug #1 (critical)
Warcraft III crashed and all players were disconnected in 2 games. It may be related to Syllabear, as he was present in both games.

Alchemist died while his ultimate was active. After that, he could not use his ultimate again, and he was barely controllable. His behavior was very similar to the famous Lycanthrope bug. A few minutes later, the game crashed.

funny enough how this bug being barely reproducable with Lycan and happened already twice with Alchemist, even though Lycan has much longer cast time

I have also received several unconfirmed reports that Octarine Core may not actually reduce the cooldown of ultimates. Zeus and Akasha were mentioned.

Octarine Core currently does not further reduce cooldowns of skills that already have their cooldowns reduced by Aghanim's Scepter.

It's lengthy to code, pretty much why Hybrid is not in the game.

it doesn't reduce cooldown of skills which has change it's ID. normally it's what Agh does, but it is one-time issue, not permanent

Can it be fixed?

I had also made a similar bugfix for Icefrog's version 6.83d in the past, in which I had followed the same approach. I changed the base ability of Lycantrope's ultimate to Chemical Rage and I altered the functionality of all the related triggers and timers. The bugfixed version was tested in a few thousand games over a few months, but no bugs regarding Lycan's ulti were ever reported.

But chemical rage is already based on most good looking morph, there are no other way out. And it still could be bugged.
